Stephen Harris is responsible for the overall financial performance, long-term growth strategy and strategic planning for HCSC's Illinois Plan, as well as the enterprise growth strategy for Medicaid.

In his previous role as HCSC’s President, Medicaid, Stephen was responsible for driving growth, operational excellence, and financial performance in the company’s Medicaid line of business. Before joining HCSC, Stephen was Regional Vice President of Health Plan Operations at Molina Healthcare. He has over 20 years of experience spearheading business development and performance improvement initiatives for top health care organizations. Stephen is a certified public accountant and has an MBA from the University of North Carolina’s Kenan-Flagler Business School and a bachelor’s degree from Michigan State University.
