Michael Frank leads HCSC’s Operations division, which includes the Technology Delivery, Digital Solutions, Customer Service, Operational Oversight and Integration, Customer Experience and Information Security organizations.

Before becoming COO, Michael served in several leadership roles for HCSC, including Senior Vice President, Pharmacy and Ancillary Business. He previously was responsible for HCSC’s Tri-State Plans, which included HCSC's Plans in Montana, New Mexico and Oklahoma. He was CEO of the Montana Plan and led the regulatory approval process and integration of the Montana Plan into HCSC. Before joining the Montana Plan in 1999, he was a practicing attorney with Crowley, Haughey, Hanson, Toole & Dietrich, PPLP, headquartered in Helena, Montana. He has a bachelor's degree from Montana State University and a Juris Doctor from the University of Montana.
